Kstànov Se (Kstà /nov/ [range; radius; extent] [knob]) is a subtropical Town located in Iz̄omukhumu Dutchy, Niylili Provence, within the Dalandic Empire.

The name Kstànov Se is derived from the Tauric language, as Kstànov Se was founded by Atelerida Fluell, who was culturaly Tauric.

Climate

Kstànov Se has a yearly average temperature of 23°C (73°F), with its average temperature during the summer being a warm 29°C (84°F) and its average temperature during the winter being a cool 18°C (64°F). Kstànov Se receives an average of 244 cm/y (96 in/y) of precipitation, most of which comes in the form of rain during the summer. Kstànov Se covers an area of nearly 6 km2 (2 mi2), and an average elevation of 1564 m (5131 ft) above sea level.

Overview

Kstànov Se was founded durring the early 16th century in summer of the year 1522, by Atelerida Fluell. The establishment of the new community went well, with no major obsticles durring construction.

Kstànov Se was built using the conventions of Tauric durring the early 16th century. Naturaly, all settlmentss have their own look to them, and Kstànov Se is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Kstànov Se is buildings are built arround a single restrictive flagstone mainstreet which forms a counterclockwise spiral to give the town a over all circular shape. The town has a defencive wall made from querried stone. The wall is equipped with a full set of battlments but the nature of its construction methodology leaves it somewhat vulnerable to siege equipment. That said, the town is well defended against anything short of an army. Kstànov Se's cost-cutting-focused defences are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.

Right off the bat Kstànov Se hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Somehow this town has come into quite a lot of wealth, and recently from the looks of things. Precisely how it has gained its wealth is a mystery. Kstànov Se is, in a word, disorder. People seem to be allowed to do as they please with little harmoney to anything. It feels less like a town, and more like a spot people just happened to place their homes. Yet there are small elements here and there which show the underlying structure of the community. It’s just so complex, organic, and flowing one can only understand what is a piece of the puzzle, but not what its neighbors are.

Civic Infrastructure

Kstànov Se has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Kstànov Se. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Kstànov Se's parks.

Kstànov Se has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Kstànov Se.

Kstànov Se has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Kstànov Se has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Kstànov Se has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Kstànov Se's public wards, blessings, and other arcane systems.

Kstànov Se has an Arts Academy which provides higher education in many fields including math, language arts, philosophy, engineering, and other such disciplines.

Kstànov Se has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Kstànov Se's natural decorations nor waterways.

Kstànov Se has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Kstànov Se has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

A substantial minority of the locals are descended from foreigners alien to their local neighbors. They may have been religious exiles, economic migrants, indigenous locals surrounded by the existing polity, or a foreign settlement conquered within the relatively recent past. The locals may not be enthusiastic about being ruled by others not of their kind, and their neighbors may look askance at the way foreign customs or even laws may be maintained.

Kstànov Se's mayor's house was built using a different architectural style from the rest of the town. The style used makes use of a large oblong hall or building with double colonnades and a semicircular apse and symmetrical central-plan, resulting in buildings with a square central mass and four arms of equal length. Decorative features included domed rooves, arches, soaring spaces, and sumptuous decoration: marble columns and inlay, mosaics on the vaults, inlaid-stone pavements, and sometimes gold coffered ceilings.

In Kstànov Se there is a constant smell of overcooked presumably ethnic food.

The Ooze, Amber near Kstànov Se are known to be almost tame, such that they can be put to domestic use.

Kstànov Se's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves embarking on a group pilgrimage to channel Mysticism energies of tier 3 via recitation of scripture.

History

In time immemorial, reportedly some time during the early 2nd century, Kstànov Se was attacked by savage tribes living nearby Kstànov Se. The details of the conflict are hazy at best due to many conflicting accounts. What is known is Kstànov Se lost 293 people, 108 livestock, and 32 buildings. The conflict ended after roughly 63, when members of Kstànov Se's militia enacted an operation to scout a specific location for information about the enemy. The operation was complicated by the officers in charge fight among themselves, weakening the army as a whole. The conflict ended with an assault and siege on the fortification, which ended in victory for Kstànov Se's forces. The war is remembered in legend by Kstànov Se's bards, historians, and legend keepers.

History
